There has been a notable change in the American History from the last 400 years until now. At the beginning the American History the subjects that the historians interpreted were politics, diplomacy and war. The only people who could do the interpreting were only white male Americans. Hawaii has always been a huge producer of sugar, with one problem. The major market for sugar was in the United States, but the Hawaiians could not export as much as they would like because of the high tariffs imposed on imported sugar in the States. When the reciprocity treaty as signed in the summer of 1876, Americans started installing military and commercial bases in Hawaii. The renewed treaty however was what really displayed that Hawaii was falling under white influence. The renewed treaty gave United States control of Pearl Harbor, an extremely fine natural port. However when talking about McKinley, Kinzer states â€Å"William McKinley believed that a self-governed Cuba would pose an extreme threat to the United States, for they might not do Washington’s bidding† (Kinzer 35). After all, the revolutionary leaders in Cuba were already talking about the social reforms and land redistribution they wanted to initiate. This greatly alarmed many American businessmen, for over $50 million was invested primarily in Cuba’s agriculture. McKinley had finally had enough and had decided it was time to use military force to end the Spanish regime in Cuba. On April 25th 1898, the Spanish-American War had officially begun. After the Spanish surrender, America started to kill Cuba’s dream of independence. In the 1898 Treaty of Paris, Spain gave up all rights to Cuba, surrendered Puerto Rico and Guam, and sold Philippines for $20 million to the United States. The Platt Amendment gave the US some economic and military control of Cuba. McKinley initially only wanted to build a naval base at Manila, Philippines. Later however, he decided he would embark on a journey of Christianizing the country. This was unnecessary however, for most Filipinos were already Catholic. On June 2nd 1899, the official Philippine-American War started. The United States would win the war, and dissolute the First Philippine Republic. At this point, the United States had obtained, by force, full sovereignty over the Philippines. With Cuba, Hawaii, Philippines, Guam, and Puerto Rico under its belt, America now had access to a wide array of natural resources and an assortment of markets. However, the conquest would not end there. In order for one to understand the takeover of Nicaragua, one must understand Central America in the late 19th century. What angered Knox even more was that Zelaya went to European banks to borrow money for his railroad project, not American banks. This showed the Taft administration that Nicaragua was trying not to depend on the States as much as they used to, which of course cause congressional panic. After much trouble from Knox, Zelaya finally resigned in 1909. After the brief command of Jose Madriz, Juan Jose Estrada took over the country, and the new conservative government was much admired and supported by the United States. Estrada’s coming to power marks the conquest of Nicaragua, because of America’s strong influence on Estrada’s regime. As demonstrated, the United States has always obtained a hostile approach regarding takeovers and conquest. The first overthrow took place in Hawaii where the queen was relieved of her position. Cuba was later obtained from Spain with the help of brute force and intimidation. Philippines and Puerto Rico were also obtained in the same fashion. Nicaragua’s government fell victim to an American sponsored coup, and their government was taken over by the Americans. It seems like there has always been a recurring pattern throughout American history. If you try to stand up to the US government, you will go down. The Construction of Watts Bar Nuclear Plant Essay The Watts Bar Nuclear Plant (WBN) is operated by the Tennessee Valley Authority (TVA), a government owned authority. The site is approximately ten miles south of Spring City, TN, approximately 1. 25 miles south of the Watts Bar Dam that it is named for, and on the west bank of the Tennessee River. There are two units, Unit 1 which is operational and Unit 2 which is unfinished. The Groundbreaking for Unit 1 took place in 1972, with major construction beginning in 1973 (TVA website). However Unit 1 did not begin commercial operation until 1996 – twenty-three years after major construction started and according to Munson (2002) at a cost of $7 billion – and Unit 2 has yet to be completed. Construction licenses for both units were awarded by the nuclear regulator of the time the Atomic Energy Commission (AEC) in 1973, and construction of both units was supended in 1985. Unit 1 construction was restarted in 1990 and the full power operating license was issued in 1996. Unit 2 remained only partially constructed until 2007 when TVA announced it would resume construction. Detailed information about the original tender, construction process, numbers of workers, time scales and original budgets is not available for Unit 1 as the project began in the early 1970s and the information is archived and not easily retrievable (Johnson, personal communication). However Unit 1 is typical of the reactors of its time so some general information is available. For example, in terms of the plant overall, figures from 1974 (Peterson, 2003) indicate that the construction of a typical nuclear plant required 40 metric tons (MT) of steel and 190 cubic meters (m3) of concrete per average megawatt of electricity (MW(e)) generating capacity. With a capacity of over 1000 MWe, figures for the construction of Unit 1 can be estimated as over 40,000 MT of steel, and 190,000 m3 of concrete. Due to the geologic features of the site (see below), it is reasonable to assume that the real figures were even higher. There is some information with regards the restart of construction for Unit 2. Reactors Both units are Westinghouse Four-loop Pressurized-Water Reactor (PWR), as shown in the figure below (TVA website) capable of electrical output of 1125 MWe. A four-loop Westinghouse plant has four steam generators, four reactor coolant pumps, and a Pressurizer. There are 193 fuel assemblies arranged in a 17 x 17 array inside a reactor vessel that has an internal diameter of 173 inches. The reactor vessel is constructed of a manganese molybdenum steel, and all surfaces that come into contact with reactor coolant are clad with stainless steel to increase corrosion resistance. The reactor coolant flows to the steam generator (USNRC, 2003). Typically, PWR containments typically consist of heavily steel-reinforced concrete cylinders ranging in thickness from 3. 5 feet to 4. 5 feet, capped by a hemispherical dome of steel-reinforced concrete. The cylinder is typically 140 feet high, with a 140-foot diameter. Reinforcement bars that form a cage within the concrete are typically Grade 60 #18 steel bars on 12-inch to 15-inch centers. A #18 rebar is two and one-quarter inches in diameter (ABS Consulting, 2002). Additional reinforcement may be called for depending on the results of the seismic survey undertaken for the site. This was the case for the Watts Bar reactors. The Final Safety Analysis Report for WBN (TVA 1991), reported that the plant is located in the Valley and Ridge Province of the Appalachian Highlands, and the major geologic feature at the site is the Kingston thrust fault, which developed 250 million years ago. The fault has been inactive for many millions of years, and recurrence of movement is not expected. The fault lies to the northwest of the site area and is not involved in the foundation for any of the major plant structures. The SAR for the WBN states that it was designed based on the largest historic earthquake to occur in the Southern Appalachian Tectonic Province the 1897 Giles County, Virginia earthquake. This earthquake is estimated to have had a body wave magnitude of 5. 8. The Safe Shutdown Earthquake for the plant has been established as having a maximum horizontal acceleration of 0. 18 g and a simultaneous maximum vertical acceleration of 0. 12 g WBN Unit 2 Restart of Construction As Unit 2 is essentially identical to Unit 1, the scope of work for Unit 2 duplicates that of Unit 1 as much as possible with some additional scope for Unit 2 not included in the Unit 1 startup such as another cooling tower, transmission system, various upgrades and work completed since Unit 1 startup such as a process computer upgrade (Moll, 2007). Estimated cost of the project to complete startup is 2. 49 billion, over 54 months with commercial operation of the unit scheduled for early 2012 (Westinghouse, 2008). Moll reports that peak staffing is estimated at 2,300 craft and technical personnel. The project phases will include the Engineering and Analysis phase, which will include plant walk downs to establish the current condition of the plant, the engineering evaluations of program work and identification of design discrepancies. The second phase as outlined by Moll is the Design Production phase to correct identified deficiencies and design changes required to maintain consistency between units. The third phase is the implementation phase which will include the construction, the modifications required in supporting two units, the maintenance activities, testing, non-design repairs and clean up. Finally the Startup Test phase that will ensure the systems are capable of safe shutdown before the operations phase. Major Issues Affecting the Contruction of WBN Unit 1 Nuclear power reactors are regulated by federal and state laws to protect human health and the environment. These regulatory requirements are of paramount consideration in the construction of any nuclear facilities. Regulatory costs for the nuclear industry are a significant percentage of construction and on-going operating costs and as such regulatory considerations play a large role in dictating all aspects of the project from the chosen site to the reactor design to the management of on-going operations. The construction period of the Watts Bar reactors coincided with significant changes in the regulatory environment. The most significant nuclear regulatory authority in the US is United States Nuclear Regulatory Commission (US NRC). The Watts Bar reactors were in the construction phase when the accidents occurred at Three Mile Island in 1979, and later, Chernobyl in 1986. Reaction to these events resulted in further and more stringent regulatory requirements. Environmental obligations have also become ever more important, and operators must also satisfy requirements for environmental impact statements. Construction of both units was suspended in 1985, primarily because numerous TVA staff made complaints that the construction process was inadequate and that there may be resulting safety risks (NRC, Safety Evaluation Report, 1995). On September 17, 1985 the NRC required TVA to address various deficiencies in its activities and TVA withdrew its certification that Unit 1 was ready to load fuel. The NRC Safety Evaluation Report notes the findings that there were significant problems in construction quality and quality assurance. Deficiencies in construction involved a number of systems and issues including the quality of welding and cabling. There were many staff concerns and complaints that also needed to be addressed. In the report the NRC itself recognises its own role in not providing sufficient regulatory oversight. The report notes the extensive corrective actions performed by TVA, which included a Nuclear Performance Plan to address material, design and programmatic deficiencies and included inspection and testing of the construction issues and programs to respond to staff concerns. Unit 1 construction was resumed in 1990. In terms of estimating and producing time lines for such a project, The Watts Bar example demonstrates that as well as being aware of industry codes and building standards it is crucial to understand the regulatory requirements for the relevant industry. Unforseen delays also need to be considered, as does whether risks of such are allocated to the contractor. If risks are allocated to the contractor, the risk of a long delay should be considered in the estimate. Some of this risk may be offset when components in a project can be worked on independently or concurrently with each other, rather than build components that need to be constructed sequentially. The Watts Bar Unit 1 reactor is a good example of unforseen events affecting the construction process (for example, discovery of the fault, the changes in the regulatory environment after the Three Mile Island accident in 1979). Although Unit 1 was on-line by September 11, 2001, security requirements for installations such as nuclear power stations were increased, and on-going construction projects for security sensitive projects were affected at that time. Changes to regulatory requirements, standards and codes need to be tracked for any project. Quality Assurance systems must be in place, and accounted for in the initial estimating process. The planning function involves establishing goals and arranging them in logical order. A plan should be a realistic view of the expectations. Depending upon the activities, a plan here is applicable for only two hours because the distance between the court and the home is a very short distance. I have with me the top graded eight security personal and they can able to handle any situation at any point of time as per the security is concerned. Medical assistance It is obvious that there would be logical medical assistance at home but during the course of transit and at the court it is essential to arrange medical facilities as the subject is extremely ill. To worsen matter the attendance at the courthouse will be new organizations, fundamentalist religious groups, white supremacist groups, and civil rights groups, all picketing what promises to be a very emotional trial. This could take a toll on the subject. The checkpoint security screening procedures for persons with disabilities and medical conditions have not changed as a result of the current threat situation. All disability-related equipment, aids, and devices continue to be allowed through security checkpoints once cleared through screening. Thus it is important to arrange liquid medications and other liquids needed by the principal. These include all prescription and over-the-counter medications (liquids, gels, and aerosols) including KY jelly, eye drops, and saline solution for med ical purposes; Liquids including water, juice, or liquid nutrition or gels for passengers with a disability or medical condition along with life-support and life-sustaining liquids such as bone marrow, blood products, and transplant organs would be present. There would also be items used to augment the body for medical or cosmetic reasons such as mastectomy products, prosthetic breasts, bras or shells containing gels, saline solution, or other liquids. It is also important to arrange gels or frozen liquids needed to cool disability or medically related items used by persons with disabilities or medical conditions. However, if the liquid medications are in volumes larger than 3 ozs each, they may not be placed in the quart-size bag and must be declared to the Transportation Security Officer. Declared liquid medications and other liquids for the principal and medical conditions must be kept separate from all other property submitted for x-ray screening. This is an extra step that I have taken because He is confined to a wheelchair and requires attendance by a nurse 24/7 due to respiratory and other medical conditions. He is an extremely high profile white supremacist, and is outspoken thus it is important to control his tension and emotions. (Eldelman, 2005) Transit assistance The one hour distance travel between the court and his home in Los Angles should be well protected as 6 of the 8 personnel deployed for the job would be accompanying him. The other 2 would be staying back at the subject’s home to counter any possible threats on the property during his absence. During transit there would 3 cars altogether with smoked glasses to minimize identification. The subject’s car would be juxtaposed between the other 2 cars with security personnel. All 6 personnel would be divided into 3 groups or 2 personnel for each car. (Kar, 2006) Home security It is already mentioned that there would be 2 persons securing the subject’s estate during his absence however, during his stay all 8 would be available for the subject’s security. There would be CCTV installed at strategic locations all over the estate with extra focus on the physical security of the subject. For this purpose it is essential to have a personnel to assist and secure the subject most of the time he is awake. During his resting period there would be a personnel guarding outside his bedroom. There would be other personnel who would guard the windows during this time. 5 of the security would be located all over the estate and home at strategic locations. The eighth personnel deployed for the subject’s safety would be instrumental in screening each person who ever is willing to meet the subject. (Lamb, 2004) Court Security This is the important aspect of the planning and the personnel should always be on their high alert. For that reason it is important to have complete physical protection all the while. There should be a human cordon of security personnel during the passage from parking space to court room and back as this is the area where the subject would be most vulnerable as the demonstrators would have opportunity to come in close proximity with the subject. At the courtroom too the human cordon would be applied with 4 of the personnel always encircling the subject. The remaining 2 would stand at a distance keeping a keen eye on the proceedings and scanning the crowd at the courtroom and always ready to intervene if needed. (Fletcher, 2005) Conclusion These are the Security arrangements that I will like to have at the principals estate because of threats on his life, but the principal will not face any difficulty while he likes to speak his mind to everyone, including and especially the press. He will have a grand entrance to court and if he wants to speak or meet with the press and others on the courthouse steps. It suggests that verbal behaviours only contribute up to 7% the effectiveness in communication (Mehrabian, 1972). According to Mehrabian, there are three elements which account for our liking for the person expressing their feelings: + Words: 7% + Tone of Voice: 38% + Body Language: 55% The model has received criticism ever since: It is not applicable due to its theoretical approach, combining two different studies and excluding negative emotions, men, other forms of nonverbal communication. As a result, Mehrabian’s model still remains a controversy within experts. Nowadays it is often regarded as ‘the myth of nonverbal communication’. However, undeniably, nonverbal communication plays an important role in our society. In human resource management, the interview process is considerably critical. Since the 70s, there have been various studies about the effects of interviewee nonverbal behaviours on interviewee performance. However, none has been able to clarify this problem. In Vietnam, there has not been any research or article about this area. Therefore, in this research, we will attempt, for the first time, to examine interviewee performance and the importance of interviewee nonverbal behaviours in the interview process in Vietnam. Research objective: + Determine the effects of interviewees’ nonverbal behaviours on their performance. + Identify critical nonverbal behaviours. Research questions: + How can interviewees’ nonverbal behaviours influence the interview decision outcomes? II. Literature Review: Key concepts: Nonverbal behaviour: â€Å"Nonverbal behaviour includes behaviour that might be emitted without the awareness of the encoder (the one conveying the information)† (M.L. Knapp and J. A. Hall, 2005) Theories: There have been numerous theories about nonverbal behaviour or communication. However, most of them have yet to be proven exactly true. Despite that fact, they have been of significant help for researchers since then. + Semiotics + Nonverbal Code Systems + Proxemics + Kinesics All these theories pointed out that, in one way or another, nonverbal behaviour affects human interaction in daily life without us realizing it. Hence it is most important for us to study nonverbal behaviour in order to improve our interaction. The theoretical model of interviewee performance proposed by Huffcutt, Iddekinge and Roth (2011) has helped us construct our own conceptual framework. Their study on interviewee performance has suggested that interviewee performance consists of several variables, forming different sets of factors which may involve behaviours of both the interviewee and interviewer. This recently-constructed model has been of great help for us to examine the effect of interviewee nonverbal behaviours. Empirical review: Conceptual framework: Based on the theoretical model presented by Huffcutt, Iddekinge and Roth (2011), we have created our own conceptual framework by sorting out the irrelevant factors, not concerning nonverbal behaviours, and modifying the remaining sets of factors. This framework explains how interviewee performance reflects his or her nonverbal behaviours through three different elements: interviewee characteristics, interviewee state and interviewer-interviewee dynamics. + Interviewee Characteristics may affect the interviewee nonverbal behaviour, hence his or her performance. For example, apparently, Asian men and European men have significantly different understandings about nonverbal behaviours. + Interviewee State can reflect his or her true intentions, feelings and thoughts. Fortunately, it is quite easy to observe one’s behaviours and figure out their state. Invariably, the eyes, arms and legs are considerably informative about our feelings and thoughts. + Interviewer – Interviewee Dynamics refers to the interrelationship between interviewer and interviewee. This is one of the most important set of factors as the interaction between interviewer and interviewee can significantly enhance or worsen interviewee performance. For instance, when the interviewee nonverbal behaviours match with those of the interviewer, this means that they are attracted to each other. III. Methodology: Qualitative From the 70s to the 90s, researchs about nonverbal behaviours mainly focused on quantitative method as the researchers thought that with exact and accurate numbers, they could have been able to shed light on ‘the myth of nonverbal communication’. It was not as effective as they thought. Since 2000, qualitative method has replaced quantitative as the critical method for this area due to its in-depth and detailed findings, highly-focused on the problem. Presumably, it is reasonable for us to use qualitative method in this study. For the qualitative method, we need to collect data from the interview process, preferably videotaped interviews from certain companies, regarding: + How accurately can interviewer identify interviewee nonverbal behaviours? + How can interviewer rate interviewee nonverbal behaviours? Specifically what are the most important nonverbal behaviours that the interviewee needs to possess or display? Consequently, the relationship between these nonverbal behaviours and the three elements mentioned above are examined to identify the effects of interviewee nonverbal behaviours on interviewee performance. Data analysis method: We intend to use inductive approach as it is very common and effective in qualitative method. In addition, this might be the first research ever in Vietnam about this problem. Hence inductive approach is most suitable for our research. IV.
